Yantai CIMC Raffles Ocean Technology Group Co. Ltd. (referred to as "CIMC Raffles Group") evolved from Yantai Shipyard founded in 1977. It is jointly held by CIMC Group and Yantai Guofeng Group, with shareholding percentages of 83.3% and 16.7% respectively.
Guided by the strategy of "Big Ocean, New Offshore", CIMC Raffles Group has set “Zero Carbon, Green, Joy‑Oriented Shipbuilding” as its ESG commitments and is building an industrial structure for the sustainable development of marine resources. Its businesses cover drilling platforms, production units, specialized vessels, clean energy, skid packages and asset operations. CIMC Raffles Group provides onestop solutions from conceptual design and construction to delivery and operation, and ranks among the top tier across all its business segments.
Headquartered in Yantai, Shandong Province, CIMC Raffles Group has established a global network of operations, supported by an industrial footprint comprising five R&D Centers, three Construction Bases, one Industrial Park and a growing portfolio of Innovative Enterprises.
Through the deep integration of in-house engineering and design with final assembly and construction, CIMC Raffles Group has developed end-to-end turnkey contracting capabilities covering the entire FEED and EPCIC value chain—from front-end engineering design to engineering, procurement, construction, installation and commissioning.
The five R&D Centers located in Yantai, Shenzhen, Shanghai, Norway and Sweden bring together an R&D team of over 1,000 professionals to form a China‑Europe interactive R&D system, and achieve a breakthrough from zero to 100% in independent design and intellectual property rights for core products. Three Construction Bases in Yantai, Haiyang and Longkou complement the R&D system. These bases pioneer a series of innovative techniques, including parallel onshore module construction, launching via heavy-duty barges, in-dock erection with 20,000-ton cranes, and outfitting & commissioning at 18-meter-deep quays. They are also capable of building multiple large offshore facilities concurrently.
Focusing on "limited related diversification", it has incubated Innovative Enterprises including CIMC Blue Ocean Technology Ltd., Gwind Technology Co., Ltd., CIMC Offshore Solar Technology (Yantai) Co., Ltd., CIMC GH2 Technology (Guangdong) Co., Ltd., Jihai Innovation (Shandong) Marine Technology Co., Ltd., Shenzhen Intelligent Offshore Manufacturing Innovation Center Co., Ltd. and Yantai CIMC Jixin Offshore Equipment Co., Ltd. In addition, CIMC Raffles Group has built the CIMC Zero‑Carbon Intelligent Manufacturing Industrial Park in Yantai to foster an offshore engineering industrial ecosystem.
CIMC Raffles Group and its subsidiaries have successively been accredited as “National Enterprise Technology Center”, “National High‑tech Enterprise”, “Manufacturing Single‑Champion Enterprise” and others. They have also received honors including the “China Industry Award”, the “Second‑Class National Science and Technology Progress Award”, the “First‑Class National Energy Science and Technology Progress Award”, and the “Shandong Provincial Special‑Grade Science and Technology Progress Award”.

Its flagship products include the world’s latest‑generation ultra‑deepwater semi‑submersible drilling units Blue Whale I and Blue Whale II, hulls and topside modules for Petrobras P-series FPSOs, MISC MERO 3 FPSO upgrade, Congo FPU upgrade, 3060‑series wind turbine installation vessels, and BYD Explorer I PCTC. The Blue Whale series units play a key role in China’s first and second rounds of combustible ice trial production, setting multiple world records.
