On 28th August 2018, CIMC Raffles and Siemens renewed a strategic cooperation agreement in Stavanger Norway during the 23rd ONS. Both parties will try new business models, including bidding as a consortium, opening up new industries, etc. At the same time, relying on Industry 4.0, both parties will explore intelligent transformation and intelligent manufacturing. The renewal of this strategic cooperation agreement will expand the scope of cooperation between the two sides and enhance the competitiveness in related fields, marking a new height of cooperation between the two sides.

As the leading offshore engineering company in China, CIMC Raffles has penetrated the deepwater drilling platform in the past ten years, and has the ability to stand in the first echelon of the global offshore industry. In recent years, CIMC Raffles has continuously strengthened independent innovation, deepened upstream and downstream cooperation, expanded the industrial chain, and entered new fields such as deep-sea fisheries, clean energy, and smart sea cities. According to this agreement, CIMC Raffles and Siemens will jointly develop new business opportunities and become the preferred suppliers for each other, and cooperate in module manufacturing, offshore wind power installation, power generation ship, seawater purification, FLNG, FSRU, etc. The two parties will explore the new cooperation models for Co-bid together and financing for new projects.

With the development of science and technology, people's demand for high-efficiency energy equipment is increasing. It is a general trend to improve production efficiency and product quality through intelligence and digitalization. According to this agreement, CIMC Raffles and Siemens will establish a joint working group to communicate on the development direction, equipment and advanced concepts of Industry 4.0 to jointly develop smart manufacturing. The two sides will jointly develop technical cooperation in conceptual design and basic design; carry out more in-depth research and development based on the existing DP3 closed-loop laboratory; Siemens will also establish a new laboratory in CIMC Raffles and provide Related training.

The first strategic cooperation between CIMC Raffles and Siemens began six years ago, and the two sides carried out a series of cooperation in technology and market. The world's most advanced DP3 closed-loop power technology developed by Siemens is integrated into the “CNOOC” and two “Blue Whale” platforms built by CIMC Raffles, providing a stable power system for the platform and ensuring precise and balanced positioning. In November 2015, the Siemens DP3 closed-loop digital laboratory was unveiled at the CIMC Offshore Engineering Research Institute, realizing the integration and joint research and development of Siemens digital technology and CIMC Raffles integrated design and construction. In August 2017, “Blue Whale 2” successfully completed the closed-loop test of the power system in the DP3 operating mode, which is the first time in China to complete this technical issue.
